How Is Westchester’s Mansion Tax Different From NYC’s?

NYC has 8 graduated brackets running from 1% to 3.9% depending on price. Outside NYC — including all of Westchester — the original, simpler version of the NY State Mansion Tax still applies: a flat 1% on the entire purchase price once it reaches $1 million, with no additional brackets no matter how high the price goes.

Who Pays the Mansion Tax?

The buyer pays, always — it does not shift to the seller, even on a new construction/sponsor purchase, unlike NY State Transfer Tax.

Does It Apply to Co-ops?

Yes. The Mansion Tax applies the same way to condos, co-ops, and 1-3 family houses at $1 million or more — property type doesn’t change the calculation, only the price does.
